I cannot add anything to the discussion of the move or the current status of the caboose...however, I can add to its heritage.

According to David Epling's Central California Rails site, the car is WP #641, which would make it one of the cabooses the WP converted about 1938 from their Pullman-built boxcars. The car has been occupied for years by a business called "The Caboose- Books, Bears, and Railroad Wares". Not that I get to Monterey a lot...but I think I have seen that business open maybe once in the times I have been there.

Cannery Row sure doesn't look like that anymore...anyone know anything about the trolley car visible in the background?
