The intent of GCOR Rule 6.30 is to prevent one train from coming between another train and the platform. Any passenger getting off a train at El Monte may do so safely by stepping off the train and onto the platform and not onto a live track between their train and the platform. Station Design Consultant says the rule is to prevent a passenger boarding a train from getting whacked by another train...this can't happen at El Monte...
But let forget all of this and go straight to the Metrolink...the Metrolink Employee Timetable says that Rule 6.30 SHALL APPLY at El Monte, Claremont and Pomona (also a center island platform)...so the that trumps all of our conjecture.
As a side note, I hate the term "intent" of the rules, never agrue the intent of a rule as our the individual who wrote it knows what they "intented" and intent can get you in a lot of trouble.
"What a rule says speaks as much as what a rule doesn't say".
