He stands in the same shoes as all the other presidents of both political parties who felt that hundreds of millions of dollars for roads was never enough, but pennies for Amtrak were way too much.

His legacy was continued underfunding of Amtrak. He inherited it from his predecessors, and passed it on to his successors.
