Don't forget, he was President for only 16 months. He would have been Pres for only about 9 months on ConRail day one. Most of the CR planning had been done long before that. Although he was much more of a moderate than later republicans presidents he was also pushing very hard to limit spending during an era of high inflation. So, while he wouldn't have been an advocate of increased spending for Amtrak he also didn't carry of the battle cry of "kill Amtrak" that Reagan, Bush I, Bush II did.
