I don't recall his administration doing muc either way. Amtrak had been formed under Nixon and was only a few years old. It was getting tons of bucks for new cars (Amfleet) and locomotives, for the Northeast Corridor Improvement Project (NCIP) and other things. When Carter took over as POTUS, he cut the heck out of Amtrak.

As for CR, IIRC, some of the planning was done during the late part of the Ford adminstration.
