Huh? Care to explain this with a little more detail?

When does a infra-red camera (bolometer) require to see something rotating above it to let a train pass without an integrity failure?

The wheel flange inductor tells the detector when to look for an object and if the object at that moment is hot (past the alarming threshold), it sets off an alarm. If the object is cold (below the alarm threshold) no defects are reported.

If the detector doesn't detect any excessive heat on a particular bearing why would an integrity failure be issued?

If this is the case Sammy's PV car would have tripped 'most' detectors all the way up to its new home.
