My take is its driven by the railroads not Amtrak. At any rate its WSDOT thats been publicly pushing for funding for the bypass. Many frieght trains held waiting for amtrak/Sounder to clear the tunnel. This is not just a 6 minute issue.
Come again on the ex MILW trackage to be used? Perhaps a few hundred yards west of the Freight House Sq?? The rest I think is ex NP.
