Unfortunately, it seems all cities are doing this to the locos, planes, and other climbable objects that they have in their parks. Paranoid about being sued by a parent if a kid falls off.

When I was a kid, there was no issue about getting hurt on playground equipment, including locos, etc. There was a sense of taking personal responsibility, which seems to be lost these days.
