Some of the statements seem just a little odd. Is the Coast between Salinas and SLO actually capacity-constrained? What actually uses it other than Amtrak? My impression was that Amtrak is the ONLY train that regularly operates all the way through that area, with other traffic occasional and local only. Are there really plans to run more trains?
I have to admit that the Starlate just can't make it from LA to the Bay Area on time no matter how much makeup time Amtrak allows -- not sure why. 10 hours scheduled (usually 11+ actual) for LA-SJC is nuts when you can drive it in 8-9 along 101 with ample allowance for traffic and fuel/other stops (6-7 is possible at night with a big fuel tank and ...). But in the SLO-Salinas segment they usually don't lose much time: they just can't recover any.
