I've worked on several LOSSAN north and other rail commute issues on the Coast Line north from LA over the last 10 years. This sounds like UP making the case for exhorbitant capital demands for the "extension" of the Daylight LOSSAN slots, or more LOSSAN "commute/reverse am" service to Santa Barbara, and/or more LOSSAN North service, in general.
Caltrans District 5 is conducting an EIR/EIS on the segment from LAUPT to SLO to make this segment eligible for improvements from Federal HSIPR Funds.
This is similar to the tactics they've used to call for some pretty outrageous expenditures to take the Sunset daily.
UP runs so little freight service on the Coast, and has such a monopoly on Port Hueneme, that the port has had very serious problems keeping or attracting new auto business, since they have to be trucked to the BNSF in San Berdo, to be competitively shipped out.
It's really too bad we didn't buy this line for $400 million when Phil Anschutz offered it to the State back in 92?
