On the Coast Line between Salinas and SLO the following trains regularly run:
Amtrak Coast Starlights: 11 southbound, and 14 northbound, both run daily.
Coast Cans: ODOWP northbound, and OWPDO southbound. This train generally makes 3 one way trips a week, or 1.5 round trips a week. The southbound cans will have helpers (run out of SLO) to help them over Cuesta Grade from Santa Margarita to SLO.
Santa Margarita Turn: LRQ81, runs south from Watsomville Jct and serves industries south of the Salinas area. This train runs on Wed and Sat, with the typical wed trip going as far south as San Lucas, and the typical Sat trip going south to Paso Robles. How far south they go on any particular day is dictated by what industries they need to drop off / pick up cars from.
UP also runs siding stuffer Repo trains, which tend to fill sidings in this area with well cars or other unneeded at the moment fright cars. These trains have a tendency to run in spurt, one week a few will drop off cars in sidings, they cars will sit there a few weeks, then another week several sets of power will be send down, and take the various strings of cars south (usually) to the LA area.
UP will also onece in a while run Auto Rack repo trains down the coast line from the bay area, though in the past half year or so those have been getting scarce.

I don't know what UP has planed for the Coast Line so I will not comment on that. As for if its currently at capacity I'll let you be the judge...
