If they start running a bunch of Powder River Basin coal trains to the Port of Guaymas, they will quickly need a supplemental line across the border to untangle the "pinch point" at Nogales on the ex-SP line. The ex-EP&SW line will go a long way in helping to untangle that mess. The ex-SP line runs right through downtown Nogales, AZ / SON on a closely-confined right-of-way. Alternate routes in the Nogales area may be limited by rugged topography.

As you can see, Union Pacific has possibly found a solution to the NIMBY problem in the Northwest.
