And once coal dollars have paid for upgrading this route, it will also make a viable route for exporting midwest grain. The Northwest may find its grain export volume declining.
Those who think that they can bottle up Powder River coal from export markets by blocking potential coal ports in the Pacific Northwest are simply sticking their heads in the sand.
