Train to the mountain. Worked on and talked about since 1984. There's just not enough $$ in the tourist train/park service market to support the infrastructure and give everyone in sight the $$ that they would want. Original ideas were to have a 4-8 car train with a genuine 1950's mainline passenger train, with a flavor of what might have been a connecting park train in Tacoma ca. 1955. Maybe someday there will be something, but it will probably be real touristy or RDC style.
Seems to be a consistent pattern, in the west anyway, that when public entities own/opertate railroad facilities, public, private & railfan access for creative ideas and tourist railroading are more locked out than with a regular carrier. City of Prineville of course being a shining exception. Railroading with Seattle, Tacoma, the Belt, NPS, etc: UGH!!! I bet SOW can deal with the mainline classI BNSF (insurance, crews, etc) easier than the Tacoma entities.
Anyway, do hope it works out someday, any trains are better than none or the track being torn out.
