According to the State Dot website (2011)the line is State owned. Expected cost to rehab is 1.75 million bucks with no date established to do the work. The folks from Toppinish operated it as a shortline but only briefly. Thats how the MRS-1 got out there.
If you had to haul your product to Royal City for a load out why wouldnt you keep going to an active track in Othello (about an hours drive)where there is service and sidings?
"Build it and they will come" doesnt really seem likely unless some large shipper were to commit.
