"Does this light rail system go to points of need or interest to serve the public well currently?"
It goes from a high-densit residential area to the downtown business district, about 10 miles.
There has been considerable "transit-oriented development" along the line during the past few years.
"Does this ballot measure seek to improve that situation?"
No, the ballot initiative tries to cut off future funding for rail transit.
Just checked (9:15 PM ET) and the pro transit tax side appears to be winning in early returns.
