Do the math. SC&MB ran 80 trips so 5000/80 = 62.5. I saw many trips where only the Chambersburg Inn was full (80 passengers) and I saw several trips where there were over 200 passengers. The 5,000 ridership number was attainable and would have been exceeded given the time frame.
