Santa Clara Co. VTA expansion vs. Kenosha, WI

Kenosha, WI operates a circulator loop of streetcar trackage using restored PCC cars from Toronto and Philadelphia. They are now planning a two mile expansion of that operation, laying new track in some city streets costing $10.2 million.
Jump to Campbell, California where our wonderful light rail operated by the County of Santa Clara under the name of VTA. They are planning on extending the existing line to Campbell by 1.6 miles toward Los Gatos, ending at Highway 85 with an expected ridership of 200 people per day. This project is PLANNED to cost $173 million. Basically, this is laying ties and rail on an existing right of way with two stations.
Am I missing something here? Why don't they just hire whomever is going build Kenosha's extension? Or at least provide tubes of KY jelly to the taxpayers.
