No, "laying track" is NOT just "laying track." There are many other variables resulting in the difference in costs.

I do not know enough to agree or disagree with you on whether the costs are reasonable and do not know enough to agree or challenge your statement that the line is not needed. But I do know enough about transit systems to understand projects in different areas with different environments and circumstances will have radically different costs.
