That is because it is Santa Clara County light rail and it has always been extremely expensive to build and operate. I wrote Diridon a letter 30 years ago this year asking why they are not considering exist infrastructure for passenger service (ie; SP and WP trunk lines where light rail now runs through). It would have been much cheaper than a new electrified system. He didn't respond.

I wish I could get my name on a train station...
