I have been following the SMART / NWP as well (at least on the web), and my understanding also is that new welded rail on concrete ties has been installed from Santa Rosa to about Petaluma. Ultimate destination is San Rafael, I believe. Though SMART considered light rail, they ultimately decided on Diesel Multi Unit (DMU - a.k.a. modern RDCs). These will be FRA complient, so NWP freight operation can continue concurently with the commuter service. I also understand that the new wood ties that the NWP installed two years ago are being re-installed north of Santa Rosa with the ultimate goal of reaching Cloverdale. Corrections to any of the above from NWP / SMART experts are welcome.
My understanding is that the track and signals will be set up to permit 79 mph running, and passengers will transfer to ferries at San Rafael. Again I could be mistaken about the exact endpoint. If the first phase is successful (and I am sure it will be) the second phase will extend up to the lonely, never used, modern commuter depot in Cloverdale, and then, I suppose, the good salvage ties will be used to extend NWP freight service towards Willits. However, that is a long way off.
