Some believe the train dispatcher should only be allowed to provide incremental authority to opposing trains - a train would only get authority from A to B, report they are in the clear at B and then wait for the opposing train to arrive at B. Then each train would then be given a new authority to proceed. In other words have the dispatchher babysit each movement rather than set up his railroad and let it run. imagine how well this would work when there are crossings at or near the meeting point.
