Timetable and train order operation is much more complicated than even "after-arrival" track warrants. There is a much greater possibility of crew error unless train orders are issued like track warrants specifying each meet. That would be the same as track warrants used today without the "after-arrival". Track warrants used that way are the same as CTC with the paper replacing signal indications. Human error to ignore a signal or a piece of paper remains in CTC or track warrants.
