SMART/NWP trackwork ?

A friend of mine from Rohnert Park tells that there are concrete ties being installed on the NWP track in back of his shop. I don't pay close attention to this, but is there trackwork going on there for SMART ? Concrete ties are not for NWP freight traffic are they ?
