BNSF does.

On UP, a Yellow Over Green aspect is called an Approach Clear Fifty, which requires freight trains to reduce speed to 50 MPH and may be used in advance of a control point with a 50 MPH turnout speed. It's not used on all territories, and I don't know about the territory in question, but it wouldn't have mattered in this case. The indications shown in the animation are the most common for this type of meet.
