We'll likely never know for sure. The only two people who can tell us are dead. But as indicated in the animation, no action was taken to comply with three signal indications, and the train was only placed in emergency a mere eight seconds prior to impact.

They had been on duty since 6:40 AM so they had probably received their call in the 4:30 to 5 AM range, and the collision happened at 10:01 AM. This happened on tangent track with the sun not being a factor. Both crew members had not worked since the mid-morning and the early afternoon of the 21st, three days prior.

So you tell me.
