OK, so I have to call into account the editing skills of the NTSB. I don't think UP has color aspects with restricting (red) on top and clear (green) on the bottom. Sure, that will make more sense to the ignorant folk who watch this video that have never seen a railroad aspect compared to a vehicle traffic light. Flip them over and it would have been fine, but from an agency that is supposed to get all the facts right to create a video with something so wrong like this is not acceptable.

Now, I could be 100% wrong and the UP clear aspect really is on the bottom, but I bet a doughnut the NTSB got it wrong here.
