Supposedly an engineering study showed that air horns were much cheaper to operate than a steam whistle on a locomotive so engineers were instructed to use the airhorn whenever possible. A steam whistle uses a lot of steam that must be generated from fuel.

Going back to 1950 steam whistles were very rarely heard on the SP San Jose-San Francisco line.
