Well, all this was just slightly before my time (ha!), but my understanding of it is that SP had a modification to Rule 14 (L) that prescribed that when an engine was equipped with an air horn, that device was to be used for grade crossings and other situations when it was necessary to provide a warning ahead. Since the single-note horns were not designed for use behind, the steam whistle was to be used in those types of situations. That's why early diesels used in road service generally had one air horn facing forward and one facing backwards.
