Did Espee rules require a steam locomotive to use its' steam whistle for calling out signals to the crew ??? Perhaps this would explain the use of the air horn at crossings. Also, Doyle McCormick told me the air horn on 4449 is easier to operate by simply pressing a handy button, as opposed to the whistle cord that is just out of reach when seated.
