Well, the amount of steam required to run the air pumps to blow horns is about 25% to 50% of the steam required required to blow a whistle.
A sizable fleet of locomotives multiplied by several years use might realize a notable fuel cost savings for the company.

Oh, and there's no real need to be snarky...

For what it's worth, some of Espee's cab-forwards, Mountain and Pacific classes and the AC-9s had airhorns, too.
