The 1960s would be more like it since most of those wackos are potheads and hippies anyway, but you're right, otherwise; there's not much chance of even the Schellville-Willits segment being rebuilt (even if there is enough potential traffic to make it worthwhile) so long as the NIMBYites along the NWP ROW are willing to go this far to oppose any restoration of service, and they'll use some of the same arguments and tactics (which could also be used against any rebuilding/upgrading of US 101, BTW) to kill SMART as well. Crap like this is exactly what keeps me from wanting to go back to California...
