My take on this, and that is pure speculation, is that PB-CHSRA has looked in depth at the realities of the Tehachapi dogleg route and opted to do some proactive pr damage control. An extremely high cost in relation to the number of trains making the crossing and number of passenger carried. A cost-benefit ratio and utilization factor in the crapper.

I suggest they need to determine what is the Tejon Ranch Co.'s price. If the Valley farm interests have a price to agree to the CHSRA so does the Tejon Ranch.
