CHSRA is so fuzzy and nutso in the way they describe things that it is hard to be sure what they have in mind, but I assume "shared ROW" doesn't mean freight and HSR on the same tracks. I assume they mean that the tracks would be side-by-side on the same ROW (Well, not actually side by side but 100 feet apart, in order to correct an earlier CHSRA mistake). But then, as someone pointed out, how can the freights on their tracks keep up? Isn't there in the UP line that now runs up Tehachapi, at one point a 360-degree spiral to gain elevation? It would be fun to go around that in a high speed train.
Tejon is the better route, but I don't agree that there is some price you can pay Tejon Ranch to shut them up. The people who will be buying these homesites are the super-rich. We're talking Mitt Romney 12-car garages. They don't care what anything costs, so you can't buy them off.
