The speed restriction applies at the location of the intermediate signal if the signal at that location displays less than a CLEAR. So say you're moving along at 70 MPH on a steady stream of clears and because of a curve or sun glare, the intermediate in question cannot be seen until you're 1500 feet away. You get a Flashing Yellow.

How do they expect engineers to cut their speed from 70 MPH down to 55 MPH in such a short distance?
