Doesn't matter because "In case of doubt or uncertainty, the safe course of action must be taken", which would be, of course, to start your slow down sufficiently in advance to comply with the rule and TTSI instructions for the specified location. As I said before, you're supposed to be qualified on the territory, and as part of the qualification process, you also had to pass the book of rules test.
