Some railroads restrict non-turbo EMD's seasonally from running in certain areas where fire conditions are frequently at dangerous levels. For example, the UP may restrict them from running on the SI line north of Spokane, or BNSF may not allow them on the OT and Inside Gateway. These are just examples of areas with a high fire risk. A blanket "ban" of their use in the PNW is not true
FWIW, Dash-9's start more fires than non-turbo EMD's these days, since most of them are relegated to yard duty and if they are in a consist being moved, they're generally isolated or DIC.
