I agree the cause appears to be the requisite number of hand brakes applied. The root cause will also be determined . It's alot more complex than a lack of handbrakes . This could be a game changer in how crude oil is shipped by rail in Canada. Additional crew members along with many other rules and rule changes may also be coming.
