They have effectively shut down the voter initiative process by demanding too many signatures. Just read any articles on the subject and all will corroborate you have to hire paid signature gatherers to have any chance of qualifying with the demanded number of signatures within the specified time frame.

The election process in California has been co-opted by the deep pockets interests - business on one hand and the unions on the other. With enough advertising you can get the hoi polloi to agree to just about everything.

So with Prop 1A just do the big lie and the bait and switch. Works every time. Keep it all in the house: PB - house engineering consultant; Tutor - house contractor; Bombardier - soon to be house rolling stock supplier. Everybody gets plenty of kickback in the form of legal bribes aka campaign contributions.
