Well Tom you got the number of wheels correct, you just missed on the wheel arrangement. The 2 locomotives in question were Class SE-4 0-8-0's, built in Sacramento Shops in 1930. They were constructed from recycled boilers from retired 4-4-2 Atlantics.

The 1400's were renumbered into the 45xx series starting in about late 1948 - I'm not sure of the exact dates. 1402 became 4501 and 1404 became 4503. The ones that Frank mentioned were almost certainly seen by him in Roseville, as that yard had at least 3 0-8-0's assigned to it almost to the end of the steam era.

Many thanks for sharing Frank's notes, they are a very valuable chronicle of what type of power S.P. was using in those days on the districts he visited.
