New siding on BNSF near Sprague, WA

There is a lot of dirt work going on alongside the BNSF Lakeside Sub east of Sprague, WA. It looks like a new siding is being built from around MP 38 to the ballast pit at Missle Base. Does anyone know for sure what they are doing here?
