From what I saw in the canyon this weekend, and just confirmed in GoogleMaps, there's nothing that should physically prevent adding a second main track east of Anderson Road other than construction of a second bridge over the UP and former SP&S/turned bike trail. There's already ample grading in place from Lakeside Jct. to Anderson Road. Now, the fact that a new bridge would span the public trail, and the seasonal drainage that runs in the ditches alongside the trail with turtles and frogs and moss and ducks and so forth, perhaps that would prompt someone to demand an EIS be done.
