Given your employment history, which is to say you voluntarily went from an RRB-covered job to an SSI-covered one and retired under the SSI one, this wasn't really a choice for you to make because the RRB would have done it anyway upon your retiring under SSI, regardless of what you wanted. The reverse is also true if going from SSI-covered to RRB-covered employment, the SSI credits/contributions being sent to the RRB upon retirement. (Be advised that these are the simplified descriptions of what happens.)
