Frankly RRB IS supported by taxpayers--US. We pay/paid taxes at a higher rate than SS and also the carriers paid on our behalf, on behalf of each of their employees. That is to say that if a person was not employed by a railroad, the carrier paid no tax on his behalf. So all the taxes arise from all the railroad employees' labor. I believe RRB also has certain investments that generate income.

This is a long report. Search for the term "railroad" and note that the 3rd reference is the clause we have been talking about. I don't know the status of this report but it is pretty current. This paragraph talks about a savings to "taxpayers"--not just RR taxpayers obviously.
Be aware. Mr. Ryan is still the Chairman of the Committee on the Budget.
