SP5103, where were you a few years ago? They had increased traffic, heavy snow, and multiple derailments. It was worse then, than it is now. They were basically shut down for weeks on end.
The "North Line" was nearing capacity back in 2006/2007. (True "at capacity" is said to be 60 trains a day for the HiLine.) It was common for a crew on a train to meet 24 opposing trains during the 12 hours of service. The actual Hiline subdivision has enough double main miles that meets aren't as bad. The Kootenai River subdivision and Milk River subdivision are a different story with virtually no double main. With a bad dispatcher it would be common of for a train to wait 3 hours+ to meet one train. Air tests and inspections in cold weather out of Havre cause the delays this time of year, even more so come the cold months. The fuelers at Hauser are another huge bottle neck.
After the whole near collapse and now rebuilding of the economy business is back up. I wouldn't worry about it to much, I'm sure they are nearing the level of being to busy to keep up but business always slacks off after the first of the year. You can worry if you want but this is normal railroading.
