Why have so many investment groups stepped up (and failed) to restore service over Carrizo Gorge? Are they hoping to get rich off govt subsidies? Or make a fortune off carload traffic into Mexico?

A friend over at BNSF tells me San Diego averages 50 inbound cars everyday excluding the auto traffic. Really not that much...
