Two reasons for the "torpedo geep".
#1 the unit was equipped with a steam generator, and the space above the fuel tank where the air tanks normally go was used for water tanks.
#2 The railroad wanted a bigger fuel tank, so the fuel tank went all the way up to the frame and the air tanks got put on the roof.
