New WIR power in Marshall?

I was in Marshall a few days ago and I couldn't help but notice the two ex-UP B40's and, of all things, VLIX 7311. I'm guessing they might be power for the WIR (though I understand the 7311 isn't running…), but I'm no authority on these matters. Anyone know what the story is?
