The yellow you see in the island signal so most likely due to to oversaturation of the pixels in the CCD imager. I have seen CCD cameras go fully white looking straight into a red LED in lower lighting conditions. And the day does appear to be overcast. As for the other, flashing red might be appropriate (and less costly) if it followed a brief special green to clear the crossing.
