The flip side is that upgrading the rest of the Prairie Line for Amtrak would be of benefit to BNSF and UP. Removing Amtrak trains from the Point Defiance line and the choke point of that tunnel would improve freight throughput. Its possible that BNSF may offer political support to funding the Prairie upgrade.
